ThumbsPlus is a program that helps you create database of your photos. It provides multiple options for the edition, organization and view of your images files and pictures. It supports multiple formats, including the formats of some digital cameras, so you can manage all them using this application.
This utility could be used to create photo albums, but mainly is to create image database for other applications.

I see ThumbsPlus and Picasa as complementary. Picasa has some indexing tricks e.g. face matching, that ThumbsPlus does not but overall can't come near ThumbsPlus.
It's a very good, stable piece of software.
